Backs the Reports hub compliance copilot. Returns an intro sentence plus the resolved result as columns and rows, rather than streaming prose. Row tone is derived from the data server-side, never generated. A conversational reply (clarification or refusal) comes back as an intro with no rows; error is set when no answer could be produced.
