Runs the policy matcher for every active employee and reports who is eligible for no policy of this trip type, with the rule that rejected them per policy. It answers the employee half of matching only, so the reasons it can return are EMPLOYEE_RULE, MISSING_FIELD, UNEVALUABLE, DERIVED_COUNTRIES_OUTSIDE_POLICY and NO_POLICIES. COUNTRY and TRIP_RULE need a destination and trip values, and belong to the analysis endpoint.
