A row may also carry user_answers — the traveller's answers to the risk assessment's USER questions, keyed by field, with boolean or numeric values. When the company runs a PRE_BOOKING assessment for this trip type and a row omits user_answers, that trip is imported with its risk assessment marked FAILED rather than evaluated against every question's default.
