Publishes the main tree and any indicator trees for the risk area/trip-type pair identified by riskTreeId. If the base tree is a global/system tree, this creates (or overwrites) a company-specific copy; otherwise the company's existing tree is updated in place. Returns the resulting company-specific tree.
