Check a destination against travelers’ countries of employment

Reports, per traveler, whether a crossBorderOnly policy would reject this destination as their country of employment. Answers the question the destination picker cannot: the picker runs before a traveler is chosen, so it can only key on the acting user. Read-only — creates nothing.
